There is only little need to consider this group, except monitor if their status changes over time

“Subjects”

Are often supportive but lack the capacity for impact, although they may over time become influential by forming alliances with other stakeholders

Should be empowered if they are supportive, and managed if they are unsupportive, especially if they gain influence, e.g. through alliance
